(1) Each region is guaranteed varsity and jv wave spots
(2) at-large varsity spots and at-large jv spots will be split so that the % of state qualifiers per region is as close as possible to the % of regional qualifiers per region
(3) If a region can not fill a spot it will be transferred to the most underrepresented region
